From a Reconstruction Registry to a Public Investment System: Ukraine’s Digital System “DREAM”

When Ukraine spends public money on restoring school shelters and hospitals, or on road and water-supply works, there is a government digital system that registers and publishes each such project. It is called DREAM. On the site dream.gov.ua, anyone can see, for each project, what is being done, by whom, and with what funding.

DREAM began in 2022 as a reconstruction “pilot project,” and under a July 2026 government decision it was repositioned as the system for managing the country’s entire public investment. Below, we look in turn at the underlying government decisions, the bodies that manage it, the stages a project goes through, and the number of projects listed, using the legal texts and published figures as of September 2026. Whether DREAM’s existence means results can actually be tracked is a separate question, covered in our article on what to check when it is announced that “reconstruction has progressed.” This article goes further, into the workings of the system itself.

Started in November 2022 as a Two-Year “Pilot Project”

The original basis was Cabinet of Ministers Resolution No. 1286 of November 15, 2022. Based on a proposal from the Ministry of Infrastructure, the resolution authorized the creation and operation, as a two-year pilot project, of a “Unified Digital Integrated Information-Analytical System.” It defines the system’s purpose as automating the financial planning for the restoration and rebuilding of damaged facilities, and monitoring the progress of works and how money is spent.

The procedure under the same resolution (as amended in March 2025) names the state as the system’s owner, with the Ministry for Development of Communities and Territories (Мінрозвитку) as the state’s holder and the State Agency for Restoration and Infrastructure Development (Агентство відновлення) as its technical administrator. It also states that state secrets must not be entered into the system, that public information is to be disclosed under the Law on Access to Public Information, and that costs are to be covered by technical assistance from international bodies and foreign governments, among other sources.

The Open Contracting Partnership (OCP), the international organization supporting the Ukrainian government in developing and operating the system, explains in an August 2023 article that DREAM began running on a trial basis in English and Ukrainian from March 2023, and was unveiled at the Ukraine Recovery Conference held in London in June 2023.

Timeline: From a Reconstruction Pilot to a Public Investment System

Former Name / Current Name

The system’s official name has changed twice. Under the 2022 resolution, it was a system “for managing the process of rebuilding infrastructure.” Under the May 2023 amendment, it became the “Unified Digital Integrated Information-Analytical System for Managing the Process of Rebuilding Real Estate, Construction and Infrastructure Facilities.” Since Resolution No. 945 of July 2026, it has been the “Digital Integrated Information-Analytical System for the Preparation and Monitoring of Public Investment Projects and Public Investment Programs (DREAM).” The focus of the name has shifted from “rebuilding” to “public investment.”

The words behind the English acronym DREAM also differ slightly between sources. OCP’s 2023 article writes it as “Digital Reconstruction Ecosystem for Accountable Management,” while the current site writes “Digital Restoration Ecosystem for Accountable Management.” Both mean roughly “a digital reconstruction ecosystem for accountable management.”

What Was Decided in the July 2026 Resolution

Cabinet of Ministers Resolution No. 945 of July 15, 2026, defines DREAM as a component of the “unified digital ecosystem for public investment management.” The system consists of three parts: a central database, an electronic workspace for users, and a public portal (dream.gov.ua). The portal is intended to publish the system’s public information free of charge and in an immediately viewable form.

Among the tasks the system is to carry out, the regulations list: drawing up medium-term public investment plans at the national, oblast, and municipal levels; registering projects and standardizing figures; sector-by-sector evaluation and prioritization; building project lists (“portfolios”); monitoring preparation and implementation; and post-completion evaluation. The regulations also mention assigning each project a unique number, publishing the data openly, and using artificial-intelligence technology.

Among the state systems it connects to, the regulations list the information systems for the state and local budgets, the Prozorro electronic procurement system, the portal publishing how public funds are spent, the electronic construction system, the register of legal entities, and the register of property damaged in the war. Procurement procedures themselves are carried out in Prozorro, with DREAM on the receiving end of that information. The June 2026 concept (Order No. 547-r) likewise defines the role of the electronic procurement system as “carrying out the procurement procedures relating to a project.”

The Managing Body Is Mid-Transition as of September 2026

Resolution No. 945 names the state as the system’s owner, with the Ministry for Development of Communities and Territories as the state’s holder. Technical administration is to move from the State Agency for Restoration and Infrastructure Development to the state enterprise “Reintegration and Restoration” (ДП «Реінтеграція та відновлення»). The ministry and the agency are required to hand the system over to this state enterprise within three months of the resolution taking effect.

But just two days after Resolution No. 945, Cabinet of Ministers Resolution No. 963 of July 17, 2026, renamed the Ministry for Development of Communities and Territories the Ministry for Restoration, Infrastructure and Transport, and separately created a Ministry for Communities, Territories and Internally Displaced Persons. Resolution No. 1051 of August 2026 assigns the role of building the technical mechanisms on DREAM to the Ministry of Economy and Environment and the Ministry for Restoration, Infrastructure and Transport. Meanwhile, as of September 27, 2026, the footer of dream.gov.ua states that the system is developed and operated by the “Ministry for Communities, Territories and Internally Displaced Persons.” The government resolutions and the site’s own listing have not yet been brought into line.

Day-to-day development is also handled by the “DREAM Support Office,” run by OCP. According to OCP, it has a team of more than 30 people in Kyiv, and, per the site’s own listing, the governments of the United Kingdom and Norway fund the site’s development.

The Stages a Project Goes Through

Under the regulations and the June 2026 concept, projects are broadly divided into a “pre-investment stage” and an “investment stage,” and are handled on the system in the following order.

• The municipality, ministry, or other body initiating the project registers it and enters the justification (need, economic viability, and the like) and preliminary study materials
• The responsible ministry or other body evaluates it by sector, ranks it, and builds a sector-by-sector list of projects
• After expert evaluation, it is entered into the “unified project portfolio” for the national, oblast, or municipal level
• Funding arrangements, procurement, and the progress of works are recorded and monitored
• After completion, a final evaluation is carried out, and for large projects a post-investment evaluation is also carried out

The FAQ on the DREAM site explains that at every stage, data is published in line with the international Open Contracting Data Standard (OCDS).

The Number of Projects Listed

According to the tally shown on the dream.gov.ua home page on September 27, 2026, 14,611 projects were registered. By funding status, the breakdown was 1,379 fully funded, 3,063 partially funded, and 10,169 with no funding. That means most projects are still at the stage of seeking funding.

The Numbers Do Not Agree Because They Are Counting Different Things

The figures that appear for DREAM vary greatly depending on what is being counted. Here are three publications from around the same time, side by side.

OCP itself writes that it cannot say all of the more than 14,000 projects in the portfolio are ready, at the investment-ready stage, to be invested in immediately, attributing this to many small municipalities having submitted paperwork to fit the new procedure within a short period. The count is the number “registered,” not the number of projects “completed.”

Damage Estimates and Compensation for Damaged Housing
